Former health director convicted in graft case

Aizawl: Special Court (Prevention of Corruption Act) in Aizawl convicted Dr N Pallai, former Mizoram’s Director of Health Services who was also holding the post of Mission Director, National Rural Health Mission (NRHM) from 13.04.07 on corruption case.

The special judge H T C Lalrinchhana said that he convicted Dr Pallai under sections 409/420/477A of the Indian Penal Code (IPC) and under sections 13 (2) read with 13 (1) (c) (d) of the Prevention of Corruption Act, 1988.

“The seized corrupted amount of Rs. 4,19,360 is hereby confiscated/forfeited for government exchequer,” Lalrinchhana said.

The court remanded the convicted person to judicial custody to appear before the same court on Monday where sentence hearing will be held.

Prosecution accused Dr. Pallai of misusing his office, while posted as director of the state Health Services and holding dual charge of Mission Director of the National Rural Health Mission, for pecuniary benefits and swindled lakhs of rupees by forging documents and bills.

The case was investigated by the state Anti Corruption Bureau (ACB) Earlier, Dr. Pallai was convicted and sentenced to 4 years rigorous imprisonment and a fine of Rs. 24 lakh by the same court in another graft case while holding the same post on May 15 last. 

He was convicted for misappropriation of Rs 5.74 crore received from the Ministry of Health and Family Welfare, Government of Mizoram for udgradation of the Civil Hospital in Aizawl. The case was investigated by the CBI.
