Former Mizoram health director gets 1 year for corruption

Aizawl: Special Court (Prevention of Corruption Act) in Aizawl on Monday sentenced former Mizoram Health Services Director and Mission Director of National Rural Health Mission (NRHM) Dr. N. Pallai to 1 year imprisonment and a fine of Rs. 24 lakh in a corruption case.

The Special Judge HTC Lalrinchhana, who pronounced the sentence said that in default of payment, the convicted person has to undergo another 12 years.

The court sentenced Pallai under section 409 of Indian Penal Code (IPC) to undergo 1 year imprisonment with a fine of Rs, 6 lakhs, in default, another imprisonment of 3 years.

He was also sentenced under section 420 of IPC to undergo 1 year imprisonment with a fine of Rs. 6 lakhs, in default, another imprisonment of 3 years and again under section 477A of IPC to undergo 1 year imprisonment with a fine of Rs. 6 lakhs, in default, another imprisonment of 3 years.

Pallai was also sentenced under section 13 (2) read with 13 (1) (c) & (d) of the Prevention of Corruption Act, 1988 to undergo 1 year imprisonment with a fine of Rs. 6 lakhs, in default, another imprisonment of 3 years.

“Being very old aged and weak health conditions, all the sentences except fine shall run concurrently,” Lalrinchhana ruled.

Pallai was convicted by the same court on Friday and was sent to judicial custody, to be produced before the court on Monday by the jail authorities for the sentence hearing. 

In the courtroom itself, the court urged the Addl. Public Prosecutor to seek information on the whereabouts of the convicted accused from the authorities of Central Jail, Aizawl by a telephonic message. The Addl. PP, therefore, informed the court that the convicted accused was admitted to Aizawl Civil Hospital and therefore unable to produce before this court on Monday as ordered.

The court reprimanded the Central Jail authorities for being lethargic for being unable to produce the convict before the court without furnishing any reasons.

Earlier, Dr. Pallai was convicted and sentenced to 4 years rigorous imprisonment and a fine of Rs. 24 lakh by the same court in another graft case while holding the same post on May 15 last.

He was convicted for misappropriation of Rs 5.74 crore received from the Ministry of Health and Family Welfare, Government of Mizoram for udgradation of the Civil Hospital in Aizawl. The former case was investigated by the CBI.
