PWD junior engineer convicted in graft case

Aizawl: Special Court (Prevention of Corruption Act) on Monday convicted C. Lalfakawma, presently working as Junior Engineer (JE) of the Public Works Department’s Western Circle, on graft case.

The Special Judge H T C Lalrinchhana convicted Lalfakawma under section 409 of Indian Penal Code (IPC) and under section 13 (2) read with 13 (1) (a) of (Prevention of Corruption Act, 1988.

The convicted person was remanded to judicial custody till Tuesday and sent to the Central Jail and to be produced before the same court on Tuesday to attend the sentence hearing when the quantum of punishment will be pronounced.

Criminal cases against Lalfakawma was initiated on May 20,2020 when H. Thanga Zate, Deputy Secretary, PWD, Govt. of Mizoram submitted a complaint to the Chairperson, Mizoram Lokayukta to investigate the alleged illegal money taken by accused C. Lalfakawma, J.E, PWD from Contractors, while he was posted at Khawzawl SubDivision. 

As instructed by the Lokayukta, the state Anti-Corruption Bureau (ACB) registered criminal cases and began investigations into the allegations that the accused took Rs 17 lakh from Lalroenga, a contractor constructing a PMGSY road between Rabung and Aiduzawl and maintenance for 5 years and Rs 3 lakh from Lalroenga’s sub-contractor Vanhmingthanga during 2018.

Though the contractor and sub-contractor were declared as hostile prosecution witnesses by the prosecutors, the contractor admitted that he deposited Rs 17 lakh in the State Bank of India account of the accused as a loan.

The sub-contractor said that he borrowed Rs 8 lakh from the JE (accused) and paid Rs 11 lakh through the bank account of the accused as he required more and took another loan of Rs 3 lakh.

The accused during court hearings said that he made repayment of Rs 17 lakh to the accused after a criminal case was initiated against him.
